Gemeente Oostkamp — Building a Hybrid Organisation, Year After Year

1. Client question
Gemeente Oostkamp, a forward-looking local government, asked Pasas to support its management team through an annual strategic “maintenance moment”. Their question was both ambitious and practical: apply the thinking from Pascal’s book “The Round Square” and help us keep building a hybrid organisation — with structure and guidance where needed, and as much ownership and co-creation with staff as possible. The recurring challenge was to bring something new every year, while continuing to build on a context we already knew well.
